“My brother Rafe, 53, lived with bipolar and schizoaffective disorder, a difficult journey compounded by profound failures in the system charged with caring for him and many others who live with mental illness. He had spent the majority of the last five years in a locked inpatient unit. He didn’t need to be there.

But the system of care has been incapable of being creative in addressing his needs to allow him to have the life he deserves in the community. I know many good people are working hard to make people like Rafe’s lives better, but they’re operating in a broken system. These are big problems, but there ARE solutions. I launched INCITE Consulting Solutions in 2016 to improve how organizations operate, how they create clarity, build community and support their staff. We’re trying to make better behavioral healthcare a reality for the individuals, families, and communities that need them.”

Kara Sweeney Guerriero has more than 20 years’ experience in alliance and business development, non-profit/association management, community engagement, and leadership development. Having worked with organizations across the healthcare sector – with state/federal government agencies, non-profits, industry, hospitals and health systems, and community organizations, she utilizes this multi-disciplinary experience to operationalize ideas, make connections and incite change.

Prior to starting Incite Consulting Solutions, Guerriero served as Vice President for Membership and Corporate Relations for the National Council for Behavioral Health, the nation’s leading voice on mental health and addictions treatment where she was responsible for driving membership and revenue growth, developing and engaging corporate partnerships. She also served as Regional Manager for the National Alliance on Mental Illness, overseeing the development and growth of the NAMIWALKS program across the country and as Director of Affiliate Development at NAMI Massachusetts where she led grassroots organizing efforts, managed fundraising and board engagement.

Kara received a Master in Public Health from the Boston University School of Public Health and a Bachelor of Arts degree from Wheaton College in Illinois. She serves on the Board of Directors for NAMI Charlotte and Monarch, a community behavioral healthcare organization based in Albemarle, NC.

Anthony “Tony” Zipple joined INCITE Consulting Solutions in 2021 as a Talent Optimization Consultant.  Tony has a 30 history as a senior behavioral health executive, consultant, and researcher. He has served as the CEO or COO for three large, nationally prominent behavioral health organizations. In all these roles, Tony has focused on the development of innovative services and integrated settings that respect the dignity and individuality of each client. Over the course of his work in these organizations, Tony has developed a wide range of outpatient therapy services, residential services, clubhouse and data services, crisis services, and other related programs for people with serious mental illnesses, intellectual and developmental disabilities, and substance abuse disorders. Past positions include serving as professor and academic researcher at Boston University’s Center For Psychiatric Rehabilitation, a CARF accreditation surveyor, and a county behavioral health administrator. He has also been a leader with several state and national advocacy and trade associations and has long working relationships with behavioral health providers in Singapore and Pakistan.

In addition to Tony’s work with INCITE, he serves as a consultant with the Rutgers University Mental Health Technology Transfer Center, and an Executive in Residence at the University of Louisville’s School of Public Health & Information Sciences. He is a Massachusetts licensed psychologist with certifications in talent optimization, executive coaching, cognitive behavioral interventions, and positive neuroplasticity training. Tony received his doctorate in Rehabilitation Counseling from Boston University, his MBA from the University of New Hampshire, and master’s degree in environmental planning & design from the University of Norte Dame. He has published more than 65 articles, book chapters, and monographs. Tony is the recipient of the Hall-Render Medical Leadership Award and the Psychiatric Rehabilitation Association’s John Beard and Irving Rutman Awards.

Shannon joins INCITE with an extensive background in strategy consulting, learning and leadership facilitation, and analytics, having served with McKinsey & Company for 16 years in the Boston area.  She began her McKinsey career as a geospatial analytics expert, and then created and served as dean for the Analytics Leadership Forum, a program aimed at enabling top leaders to implement analytics successfully in their organizations.  Thereafter, she established and led the Facilitation Center of Excellence with McKinsey Academy. She recognizes how crucial organization-wide capability development is, and how essential a role great facilitation can play in inspiring change and commitment; she’s eager to bring these skills and her perspectives to our clients in the behavioral health sector.  She’s passionate about the necessity of balance and well-being in our lives overall, and wants to help organizations and individuals flourish.  

At INCITE, in addition to working with clients in Organizational Health,  Shannon also drives many of our internal process improvement projects as a Strategic Projects Manager, and is happy to collaborate with our clients on similar issues.  

 Shannon has a master’s degree in History from Stanford University and a bachelor’s from Dartmouth College. Having lived and traveled overseas for a number of years and worked in multinational and multicultural organizations, she’s especially attuned to cultural differences and the importance of listening, mutual understanding, and inclusion.

Chuck Guerriero joined INCITE Consulting Solutions in 2016 as Chief Strategy Officer, leading initiatives around strategy, business development, client and partner engagement. Chuck Guerriero is a registered pharmacist with experience in retail and hospital pharmacy, followed by more than thirty years with Eli Lilly and Company, working in sales, training, management, and marketing. Guerriero led Eli Lilly’s strategy development in the managed healthcare business, transitioning to a position with PCS Health Systems, a pharmacy benefits management company, launching the first disease state management programs. The remainder of his career, Guerriero spent with Eli Lilly government affairs at both state and national levels, focused on protecting the most fragile populations, marked by the inclusion of the dual eligibles in the Medicare Part D drug benefit created in 2004.

Since 2007, Guerriero has been focused on healthcare, education, business, and community development consulting. He is a graduate of the Long Island University Brooklyn College of Pharmacy.

Not once did it occur to any of my friends to suggest I seek treatment. Mental health was simply not on our radar. I am driven by the need to bring behavioral health issues front and center to reduce biases and misperceptions and help individuals with behavioral health needs know they do not need to suffer in silence.”

As Director of Operations for INCITE Consulting Solutions, Emma Smith is responsible for operationalizing business goals and building project management infrastructures that support the organization and client-specific projects.

Emma has nearly 20 years of experience in project management, including budget development and monitoring, oversight of government contract and cooperative agreement deliverables, grant writing, and subcontractor supervision.

Emma was previously the Project Manager for the SAMHSA-HRSA Center for Integrated Health Solutions (CIHS), run by the National Council for Behavioral Health. She served as the task lead for training and technical assistance activities provided to SAMHSA-funded organizations. Prior to CIHS, Emma was Program Manager for the National Association of County and City Health Officials as well as the American Lung Association of the District of Columbia. Her background includes primary and behavioral healthcare integration; tobacco control, chronic disease prevention, and other evidenced-based wellness programming; cultural and linguistic competency; and quality improvement.

Emma holds a Master of Public Health in Health Behavior and Health Education and a Bachelor of Science in Biopsychology and Sociology from the University of Michigan.

Kristin believes health begins well before the healthcare setting and as a “realistic innovator” has centered a 15-year career around advancing the intersections of health and equity. Kristin’s experience spans directing innovative state public health programming across the east coast, overseeing SAMHSA’s Minority AIDS Initiative Continuum of Care (MAI-CoC) and a cohort of grantees as part of the SAMHSA-HRSA Center for Integrated Health Solutions at the National Council for Behavioral Health, and leading the HRSA Center for Ryan White Sustainable Strategies at Primary Care Development Corporation. Kristin is committed to continuing to advance shifts within the social sector towards sustainable solutions which support both responsive patient-centered care and positive work environments for providers and staff. This includes ongoing involvement with policy efforts, thought leadership, organizational stewardship, presenting nationally, front-line health disparity research, and proudly serving as the Vice President of the Board of Directors for HEAL Human Trafficking.

Roberta Goldman is a senior level HR executive with over 25 years of human resources experience in both the for profit and not for profit world. She has significant experience in the healthcare and human services sectors, where she has served as the senior HR leader for Neighborhood Health Plan, now Allways, South Shore Mental Health, now Aspire, Combined Jewish Philanthropies and Walker Inc.  She started her career at Raytheon and spent 10 years in increasingly responsible positions at Harvard Pilgrim Healthcare.  She is a graduate of Cornell University’s School of Industrial and Labor Relations. In 2019, Roberta founded Lead the Way Human Resources Consulting through which she serves as a fractional CHRO to smaller and mid-sized companies.

Roberta is also a Certified Predictive Index Partner and Talent Optimization Consultant. She uses her extensive experience in executive coaching, human resources, management, and Predictive Index solutions to help businesses determine if their leaders, teams, job targets and culture are in alignment with their business strategy. By helping clients align their people strategies with their business strategies, she helps them enable crucial results such as increased revenue, sustained growth, reduced turnover, and a more productive and engaged workforce.
